It's because they're assuming you didn't match for an advanced residency spot (eg derm but you matched intern year).

what is "SOAP"?

Its the new nrmp scramble and it takes place before match day so those poor souls can participate after they've hopefully found a program to go to.

what is "SOAP"?

It's an organized system that replaced the scramble. Essentially you re submit your ERAS application to the SOAP process. A lot more streamline then the mess that was the scramble.
