NRMP rank list information question

OK, so on the NRMP rank order page if you search for your program the list that comes up also has a “Details” icon you can click for more information on the program. It contains the standard stuff: PD, contact info, etc, but it also has a “Quota”. Whats the deal with this “Quota”? I am assuming it’s the number of positions offered right.
Well my question is that it differs from what they provide elsewhere (i.e. their webpage, FRIEDA and the interview). For example program A has a quota of 20 on FREIDA (and their webpage), but on the NRMP Quota section it says 5!? What does this mean? Even if you account for any prelimb/transition positions it don’t add up. Does it mean they pre-matched the difference so then they would not be matching those positions?

The "quota" is the number of positions offerred in the Match by a program. Those "missing" positions are held out of the match for a variety of reasons. Or so I've been told.

I'm going to guess. The "missing" spots are part of the match, but for other "categories." For example, for a peds program that takes 40 people, 32 may be for categorical, 5 may be for med-peds, 1 may be for peds-genetics, and 2 may be for prelim-peds. Just a guess.

Ya thats what I thought but in a program where I know the breakdown it still didnt add up. I mean in your example then there should be 32 slots available for the match right; but, what if it didnt say 32 it said say 25 available. What happened to those other 7 spots? I am thinking they were pre-matched.
