NYS residents and TAP

Anyone here is from NY and applying for TAP? How exactly does that work? I am not sure that I will be attending a school in NY should I fill out the application anyway. By applying am I saying that I am in fact going to be attending such and such school?

I'm a NY resident, and now I'm scared...what's TAP?

I applied for TAP during undergrad at NYU, and the cutoff for eligibility was so low, that I think you might need to live in a cardboard box to qualify (I didn't). But it may be different for health degrees, so it's worth checking out...
 
lol, nope. It's towards the bottom of the page (TAP is mainly an undergraduate assistance program)..."Graduate Students
For all graduate students, awards range from $75 to $550.
Graduate or professional students may also receive an additional four years of TAP. Eligible students can receive a maximum of eight years of combined undergraduate/graduate assistance."
 
TAP is only for NY State residents attending NY State schools. Its primarily for undergrad - and I think the undergrad max is 5,000 a year, with extremely strict guidelines for income.

Plus, there is a chance that TAP might be eliminated every time a new budget comes out (someone I got myself on a Save TAP mailing list when it was a bit dire and my school was protesting, and i can't seem to get myself off). There is a more specific controversy too - with Pataki wanting to drastically reduce TAP and is saying he just wants to curb fraud
