Can anyone please explain how Br and Cl go to wedged and dashed position from chair conformations to the planar conformations?

When looking at chair conformations, up is wedged and down is dashed. I'm pretty sure it's that simple.
 
I may be wrong but I don't think it really matters what is dashed and what is solid. I think what @jwan14 said is a rule most people follow. But I just think of it as if both point up then they are cis so they will either both be dashed or both be solid. If one points up and one points down they will be trans so one is dashed and one is solid. I use this method and I never get these type of questions wrong.
