So can Al and Si (Silicon) form only 3 and 4 bonds? row three is considered to have more than 8 electrons no? and what about the metals (specifically alkaline and alkaline earth metal groups). transition metals follow the 18 octet rule but what about the two first columns?

There are some exceptions to octet rule. You should read about it in one of the preparation books.
