odd race question

Hey i have a friend who is applying this cycle and asked me to post on his behalf. He had a genetic test done and it came with an ancestry thing (im not too sure how it works) anyway he is white physically, like he looks white, but on this genetic test he was shown to be part spanish (not entirely sure what type but i want to say puerto rican). Anyway would he be allowed to be considered spanish on paper or do you have to show some sort of official paperwork?
 
Applicants are allowed to check any box they wish on the ethnicity part of the app.

However, being of Hispanic ancestry is not the same as URM. Not all 100% Hispanics (like, say, Cubans) are URM.

Because so many unscrupulous non-URM applicants have tried to game the system by checking the URM box, Adcoms now look for evidence of commitment to service in URM communities. This means walking the walk and not merely talking the talk.
