Technically, you've been able to ask them for many months. 🙂

At the very least, messaging the people on the list is a reminder to them that they're still on the list and that if they're no longer available, then they should remove themselves from the list.

I was applying this upcoming summer. I know the last time I looked before the holidays I saw a message that it wasn't available to non-2012 applications. Thanks for the info.
