YES, they screen!!!!
They had more out-of-staters last year. Some in the state believe it is due to the budget shortfalls Virginia and VCU are facing. With out-of-staters the school gets way more money for tuition. Some say that doesn't have anything to do with it. Your choice as to what you believe.
They screen by your numbers. If the stats are good then you will probably get a 2ndary.
