I've elected to go to Tulsa next year, and I'm really excited about it. However, ad_sharp is 100% correct in that both locations are good places to train with different pluses and minuses, and most people seem to decide based on location since you can get wherever you want from either place.
According to our dean, no one has ever been forced to go to a campus they didn't select. It's not an absolute guarantee, but it's really very unlikely that you wouldn't get your first campus selection.
As for the 4-year plan in Tulsa, while the article said it might start in the fall, I really don't see that happening. It sounds like the plan for the future is to have 2 separate programs with separate admissions, and OKC class is not going to shrink. So things might really change in a few years (actually for the better for applicants), but for now, it's about the same.
