Exactly what constitutes a state tie, and does every school usually care about them?

In other words, I was born in NY and my father did his fellowship up there, so will that help me with those schools?

No, a state tie is more like, with the exception of your parents who had the good sense to move to __, everyone in your extended family has lived in __ for 100 years. I've heard that Utah cares; I'm not sure about the other states although some stats make it appear that you need to be the second coming of Davy Crockett to get an interview at some places if you aren't a state resident.
 
Can it help to have less formal ties to a state to schools that generally get a lot of applicants?

For example, having close friends that live in the state that you've visited for extended periods of time and really like the culture of the state and would like to live there.

Or would something like this not be worth mentioning, even if it is what draws you to certain schools?

If a school favors state residents, having pals who live there is not likely to help your cause. If on the other hand, you get to the interview and the interviewer asks about your familiarity with the area or what draws you to that school, then it is fair to respond with your example.
