When the oocyte is released into the fallopian tube and waits for the incoming sperm, is it arrested in prophase I of meiosis II, upon which is completes meiosis once fertilization has occurred? Am I right? Not sure thats why I ask.

yup you got it right.

The primary oocycte is arrested at meiosis I right after they're born (gamete precursors are formed while female are still embryos). Until they reach puberty then the oocyte can undergeo meiosis II, which is now called the 2ndary oocyte. Which one oocyte is discharged monthly during ovulation. 2ndary oocytes do not finish meiosis II unless they are fertilized.

Oocyte is not released into the fallopian tube. It is released into the abdominal cavity and then taken up by the fallopian tubes via the cillia present in the oviduct.
