I want to apply this cycle after retaking my Pre reqs and GRE. I am looking at schools that accept high number of OOS students. I am going through each college in the list of programs by state. If anyone has a list, please reply. I am from IL.

You can look through PTCAS and see what % of students accepted are out of state by clicking on each program, and see if the program prefers in-state students. Most public programs favor in-state students. This also depends on the average GPA and GRE scores of those accepted students. You're going to have to be above those averages if you want to get into a program that favors in-state students. Also look into programs that will accept only the higher grade for your repeated classes, since some schools will average both grades that you achieved for the same pre-req that you took.
