OOS Friendly State Schools That Allow for Instate Conversion

Hi!

I'm an NC resident. I am an older student with a 4.0 science GPA, 3.6 overall GPA and 21 TS (23 bio, 20 GC, 21 OC), 22AA (23 RC 26 QR), 23 PAT. I've had a successful career in journalism and over 100 shadowing hrs and a good amount of volunteer. I'm going to be applying to UNC/ECU, VCU, UMD, Harvard (a stretch but you gotta dream!) and Uconn. What other schools should I consider?

UCLA? UCSF? Others?

Also, I'm hoping to specialize.
