OOS friendly

I remember reading somebody's post a couple days ago that had a list of schools that were out of state friendly. It said that USC, though a private school, is not as OOS friendly as other private schools. Is this true because I'm not going to bother applying if it isn't. I think the post said that it only had 40 students that were out of state. Also is UOP, Western and Loma Linda OOS friendly?
