Are there any schools that are tougher to get into OOS than in state, like UNC or MUSC? Do you need exceptional stats to get into those respective schools OOS?

All state schools are tough to get into when you are not a state resident. Some states (Mississippi) don't accept anyone from out of state. Others reserve seats for students from neighboring states (Tennessee admits 20+ from Arkansas and WICHE for the western states).

You should look up that info on their respective sites or buy the ADEA book for that info.
