Can licensed optometrists practice in any state in the U.S. regardless of where they go to school?

Yes but where do you get licensed to practice in then? The state where you went to optometry school or do you get to choose a state while you’re taking boards?
 
Getting licensed is a process separate from taking boards. You can typically apply for licensure after you have your degree, at which point you can figure out which state you want to practice in. Some have additional requirements for licensure. You may want to look into those requirements if you're in your fourth year so you can plan for it, although currently many processes have been temporarily altered due to the pandemic.
