I would like to ask about the orthodontic residency programs?
Do anyone knows what are the university that highly accept international students?
What are some advices before applying?
Is 90 TOEFL considered good score?
I took my NBDE last week and sure about 270 question, do you think I will pass?
Can anyone look into my personal statement and help me with it?

I can answer a few of your questions.
90 is a poor score and even worse if you want to apply to a specialty. You must have excellent communication skills, which, in my opinion starts somewhere after 115 TOEFL score
If you are sure of only 270 questions out of 400, most likely you didn't pass. At the same time you may have guessed some right, so - nobody knows.
There are very few residencies, which accept international students
