OSLOE for 2020-2021 app cycle, who to ask?

OSLOE stands for the off-rotation SLOE. Is it better for clerkship directors fill this form out or would it have to be from individual attendings? Would they like to see more OSLOEs from acting internships or does it not matter? Thanks for the help!
