Out of State UCBSO applicants

I was wondering if someone could please tell me how hard it is for out-of-state applicants to be accepted at UCBSO.

Looking at the Profile for the Entering Class 2009 for UCBSO:

#Applied:
Resident/Non-Resident/Total
217/56/273

#Enrolled:
Resident/Non-Resident/Total
66/11/77

UCBSO's class is made up of 86% of students that are in-state. However, it appears that less out of state residents apply. I would think that because Berkeley is a public school, they would favor in-state students. But percentage wise, they seem to accept almost equally for resident and non-resident though residents are more favored.
