So I get that the primary oocyte completes meisosis 1 when the female ovulates but does the secondary oocyte begin meisosis 2 only when it's fertilized by sperm or does it arrest at some point in meiosis 2 waiting to be fertilized to complete meiosis 2 ?

Secondary oocytes (i.e. eggs) are arrested at metaphase of meiosis 2, which will be completed upon fertilization.
