No, you must present for the BMAT or arrange for it to be proctored in the U.S. officially. The MCAT is accepted by very few British medical schools. I hope that helps! Also, it seems that UK also has a standardized test called BMAT, does oxford accept MCAT score from NA students instead of a BMAT score?????
Many British schools reserve places for internationals. The competition is not the same compared to what a British applicant faces. People from North America pay a LOT of money for those places, and that's why they are attractive applicants. Your point about Oxford, however, may be an exception to that rule.you do understand that british medical degrees are bachelor's degrees which are theoretically, in the "normal" course of things, the first course of study in university out of high school.
having taken the MCAT, i presume you already own a BSc or equivalent of some description. whilst this does not preclude you from applying to medical schools, you'd better have a very good explanation why you aren't sticking to American schools, especially since if you're going to be competitive for Oxford, you're probably going to be competitive at many top tier American med schools as well anyway.

Not to be too blunt but...
Maybe she/he wants to go to live and school in the UK...Is that not good enough?
What are these necessary reasons which one must have that you speak of?
