P/F clinical years - a consideration?

I'm currently trying to choose between UCLA and UCSD, and I know that I'm very fortunate to be choosing between two very strong programs especially in CA. I know that both UCLA and UCSD have P/F first two years and that this fosters collaboration and cuts down on the gunnerness of the class as a whole.

In terms of grading, I think the main difference between the two schools is that UCLA is P/F even in clinical years while UCSD switches to 3 tiers or even 4 tiers (i'm not sure) during the clinical years. Should I be taking this into consideration or no? Of course, it's not the only consideration, but I don't know if this difference is significant or impactful enough to warrant consideration as a possible factor. Also, does anyone know if either of the two schools have internal rankings?

You should not take that into consideration. Rather, consider the match list of each program. If you go to UCSD and honor most of your core rotation, that would look way better than just passing all of them like most UCLA students. I would say UCLA will give you more interesting rotations than UCSD as well, LA being a more interesting city.
 
If you're being graded P/F but being internally ranked, then really the P/F thing is moot since an administrator somewhere knows where you stand and will put that in your Dean's Letter.
