Tucked in this weird statement by CMS where they will still measure it, but not reimburse based on it (sure they won't. They're so transparent with their measurements) is the fact that they're going to reimburse offsite outpatient departments at a lower rate than onsite. This means that FSEDs will probably continue to screen out CMS patients. Of course the government doesn't want the best care for their patients, just the cheapest.
