Step II Parking for CS in Philly?

Free parking at the facility. It's one of those garage structures behind the center & we parked on the top (which is essentiall ground level for how it was built).
Parking elsewhere around Philly was mostly metered.

Not wanting to pay I just parked on the street west of 38th Street (on Spruce) around the vet and dental schools. The area past 38th on Spruce isn't metered or restricted by time but it's hard to find a space for the above mentioned reasons.
Coming from Temple you could just take the Broad Street line to the Market Frankford el, no?

If you stay at the Sheraton University City in Philly, you can check out the morning of the exam and leave you stuff with the front desk or in your car. The car is parked in a garage which opens into the Sheraton University City Hotel. If you park there, you can leave the car in the hotel's garage until6pm on the day that you check out. So if you check in one day and check out the next morning, the parking cost is $15. If you check out and leave your car there, as long as you leave by 6pm (which you will if you are taking the 8am start time CSA), then it costs the same $15. It is only a 3-4minute 2 block walk from that hotel to the testing center.
