PAT hole punching question

On the hole punching in paper questions, when they rotate the paper, do they rotate it back to the original orientation once the paper has been opened up with all the holes punched in?

Hope the question makes sense...

Hmmmm, no rotations allowed?

It really looks like they're rotating the paper in the Kaplan practice questions (page 524) #1, 5, 14, 15. Does Kaplan have it wrong? Am I confused about the questions?

Haven't done very many practice problems though
