When doing the PAT section, does anyone skip around and do other sections first instead of doing it in order. I prefer doing the section that requires writing first like hole punch and cube counting. Does anyone have experience of doing it like that? Does mass skipping problems waste a lot of time?

I skip TFE.
You can ask your testing center to see if you can write anything during the tutorial so you won't waste your time writing during the test.
 
I do the same thing, but because I find hole punch and cube counting the easiest. I go in order of easiest to hardest, which for me is hole punch-->cube count-->keyhole-->t/f/e-->3d development-->angle ranking. It doesn't seem to waste any significant amount of time from the practice tests I've taken so far, I just like getting the easy questions out of the way first. All a matter of personal preference, I suppose.
