PAT, should I practice under test conditions initially?

Should I begin my PAT prep by doing it in test conditions with it timed or just try to do it without the timer?

timer. you'll notice some sections take longer than others, and that way you'll know how much time you need for the last, and hardest, pattern folding section.
 
Wouldnt it be helpful to do it untimed at first though and then figure out ways to speed up while maintaining your same consistency?

If you've never been exposed to PAT before, then it's pointless to try to practice for it with the timer on. You must master some of the tricks that'll help you score well in this section, before you work on your time management skills.

Eh, I did do the Kaplan Blue Book, but that's just 1 section. And those aren't that hard to begin with.
