If you move to a different section of the PAT, for the remaining minutes is it possible that you can come back to section that you missed questions on?

yep! It's especially recommended for PAT to mark, answer, and move on if you don't know because of the time factor. SNS you may be able to get away with leaving a question blank and coming back to it w/o a time crunch.

Is it the same thing for the Sciences?

yes you can skip a bio q, do GC/OC, and then, you can return back to answer the bio Q. If you have CDP, the exam format is very similar to this program.
