I'm still kind of confused by this. For example, if someone says they got:

Verbal: 75
Bio: 79
Chem: 95
Reading: 95
Quantitative: 90

Those aren't percentages right? That doesn't mean the person got a 36/48 (75%) on the verbal section?

As far as my understanding goes, your unaltered score for each section is put through some magic number machine that gives you those values I listed above?
 
these numbers are the percentile ranking (not the raw score). For example, 75 means that the person scored higher than 75% of the other people that took the exam on the verbal section.
