Usually for a transfer to be successful you have to first of all be an outstanding student, and secondly you must have a very valid reason other than you just like the school better. Many people transfer schools due to hardships of being far away from home, financial issues, domestic abuse in relationships, other extremes, etc. I doubt they would let you transfer just for the heck of it, but my opinion has very little backbone to it other than what I have read throughout my years of research into medical school. (I looked it up quite a while back because I was thinking if I could just get in, then I could transfer to my preferred university, lol.)
