I have a question about Inflammatory breast tumors

I think ive seen a question on UW or something that asking what causes the dimpling of the skin in peau de orange

And i thinkkkk there were 2 answers 1) invasion and blockage of lymphatics
and 2) because of suspensory(coopers) ligaments.
I think the answers on UW was coopers ligaments,but i dont understand why #1 would be incorrect

What is the correct explanation?
 
because it's the suspensory ligaments pulling skins down and making those pits.
 
Edematous skin, from lymph blockage and traction on the suspensory ligaments from the invasive carcinoma.
