Penn State "Continue to Review" Letter

Just received this in the mail today...is this usually bad news? It's not a rejection, yes, but do these kinds of letters (especially from Penn State) usually mean bad news down the road from others' experiences?

i got the same notice... sucks.. i dunno wut it means.. i gues it's better than a slap in the face.

i think its a hold letter right? i take it as you are not the best applicant right now, but if our "better" applicants somehow fall off the face of the earth and we need students to fill in seats and pay tuition you will be interviewed. kinda sucks in my mind.
