what does this mean? is this different from waitlist?

Is it hold for interview or have you already interviewed and are waiting to get accepted? Either way hold means they are interested, but are waiting to see who else comes along before making a decision.

I received a "hold" letter from Penn State last year around this time. I was never offered an interview and received a formal rejection letter some time in the early spring.
