Does Penn State send a notification when your file is complete? Or if they're missing something? My secondary materials were sent around Nov. 25th, and I haven't heard a word since. I'm wondering if I should contact them.

You might want to contact them. They do send you an email notification that your file is complete. I submitted my secondary/app fee on September 2 and received the "file complete" email on September 29. I heard they are backlogged as well which might mean they are moving slower than usual right now. But yeah, bottom line: there is an email.
