when do we include the gases and when do we not... meaning the most electronegative is f right??? but by ionization it said a gas was the most
 
fluorine is always the most electronegative. period.

noble gases as a whole have the highest ionization energies because they have stable octets. i think they just increase as you go up the table.
 
Ionization = wouldn't let electron leave = octet is the highest cuz it's the most stable! it doesn't wanna become unstable

electronegativity = pulls electron to become octet. Gas is already octet so pulling another electron meaning it will gain 8(octet)+1 = non octet = bad. Group 7 wants to gain 1 so that 7+1 = octet.
