So the personal statement goes along with the primary application i assume. And since most schools dont screen secondary and send them to everyone, does the personal statement get looked at again during the secondaries round? Otherwise it would seem the statement is essentially useless

For the schools that don't screen secondaries, it's unlikely that they look at your app at all until they get your secondary. So they'll look at your PS along with your secondary.

Agreed. If they send everyone a secondary, the whole package is what is used to determine who gets an interview. The nice thing for schools about sending out secondaries automatically is they can collect a fee from people they will never actually be seriously considering. So a lot of schools do this now. It's a nice money maker to offset the more expensive parts of the application process.
