I'm at 5,601 characters with spaces. I know the approximate length should around 4500. What would you consider THE MAX a personal statement should be character wise. Do they really limit your character count?

Yes. Your limit is 4500 characters including spaces. You physically can't enter anymore characters over 4500.

..with the narrow margin option. Mine is exactly 1 page with 4499 characters; but, I would suggest using the character counter..not so much by page limit.
