Should I put a header on my personal statement? Like my name, Application Cycle (2022-2023)...etc? It may already be automatically general in the application but would it makes sense to still add a header?

No. That just eats up valuable characters.

I've never heard of anyone doing that, where did you get the idea? I wouldn't use up my characters.
