I'm not sure how long my statement is. I went to the "print preview" section of my application and my entire essay appears in its entirety. Does this mean my essay fits within the given parameters of 3000 chars?

your best bet is to go and paste your PS into word. they have a word count option. It will tell you exactly how many characters you have (including spaces). However...I have done this, and Word says my PS is under the 3000 mark, and when I paste it into the app. I am told to keep it under 3000, and I cannot save it, or send it. So, I am not sure really what to tell you. I have noticed that the app. has some bugs in it, that they have not quite fixed yet. good luck
