Do Adcom's frown upon a personal statement that doesn't approach the 5,300 character limit? As it stands mine will only be around 4,000 (give or take after edits), but I feel like it encompassed me well. Do I need to add more or will this be sufficient?

Don't add more unless you have something more to say.
 
Does it convey what you want it to convey without any fluff? If yes, it's good.
 
Mine started at 5500 characters. Once I made my sentences clearer and reworded half the statement I ended up with 3950 characters. It was exactly what I wanted to say and I can't imagine adding any more to it without it sounding like fluff. Just read it out loud many times to yourself and to others. If you are happy with what it says at that point, then you are good to go.
