I am a post-bacc student currently who plans on applying this cycle (lol @covid ruining my mcat date). I am currently writing my PS and I am wondering if I should briefly mention learning from my academic perils during my freshman year of undergrad? Or would this be seen as a weakness?

I would suggest no, stick to happy thoughts that would let people remember you for good things. There might be secondaries where you can talk about the weaknesses

Depends. Usually it's not needed as you're not the first person or the last person to take some lumps as a freshman, but usually there's more substantiative stuff to write your personal statement about.

I had a period of time with terrible grades, and I was able to address that in my secondaries. I was advised to really use the PS just to focus on “why Medicine” and to explain/discuss any academics related things in secondaries if applicable.
