Personal Statement vs Secondary Essays

Is more weight placed on the personal statement (PS) than the secondary essays? I feel as though I hear more about the PS. Possibly this is because there is more time to work on it than the many secondaries coming in at the same time or because the secondary topics are actual topics which not known.
