So I've kind of heard different views on mentioning grades in personal statements. I'm not talking about specifically mentioning them, but is it okay to mention them in passing? For example, something like "I was able to regain my academic success and started a tutoring business for underprivileged youth."

Nothing wrong with that.

I wouldn't do that, unless there was a serious blip or decline in your GPA that you were able to work out of and you want to highlight that effort.
