I had applied last year for the Fall 07 program, but applied extremely late (december). I plan on having this app out sometime this week, but dont know whether I should even bother re writing my personal statement, for it probably was never even read. What do you guys think?

I would rewrite it and tell how you've improved from that time. Schools also probably keep a record of you for awhile and might compare your app from this year and last.

Atleast go back over it and make the appropriate changes...I am sure there are plenty of improvements that could be made

I'm in the exact same situation. I didnt re-write mine...I did, however, alter it to add some new things I have accomplished.
