I was a victim of domestic violence and if effected my grades (I got one C+ and couple of Bs) . I was wondering if I should mention it in my application or in my personal statement??
 
If you can explain how that effected your grades then yes. That being said, I think it might be hard to convince the reader...
 
If you have a legal record of being abused (i.e. someone got arrested or sued), then I would put this in the AADSAS section for hardships/extreme diversity. In your personal statement it should be only briefly mentioned - do not go into a stream of conscious narrative about it.
