So how does blocking serotonin and norepi reuptake lead to less anxiousness? Is it a down regulation of those receptors? Its just weird to me that an increase in stimulants would lead to a calming effect.

A serotonin increase can be calming and be a precursor for other beneficial mood/sleep chemicals.
I never understood why SNRI's (NE up) would decrease anxiety. Wellbutrin, Effexor and the group have been reported by some to cause increased anxiety, but the opposite by others. They are certainly marketed as solutions for anxiety due to limited controlled trials, but haven't seen or experienced the proof.
