Pharm volunteer?

I keep trying to voulunteer but all the places say i need this pharm license thing which im not sure if its a pharm tech or just a community pharm license.....they said its just a small fee and you have to apply....not test or nothing.......i cant find that application for the license anywhere.....i am looking on the illinois state pharm board web? anyone know where i can find the right application?
