This post scares me on several levels.

I'm going to give the OP the benefit of the doubt (may be stretching here..) & assume he really wants to know if prescribers need to do anything special for an online rx rather than a traditional brick & mortar pharmacy. A prescriber can be licensed anywhere in the US for a US pharmacy to fill a prescription - online or otherwise. To be licensed...you must have passed all licensure requirements for your occupation (MD, DO, DDS or DMD, DPM, DVM...etc..) The only other requirement to prescribe is you must have a professional relationship with your patient, which usually means you have seen the patient (unless you are "covering" for a colleague). Each state can impose restrictions (for controlled drugs..which online pharmacies must follow as well).

There are licensed online pharmacies which are legitimate, however, there are some who are not - those are usually caught because they are sought out by regulating agencies. Prescribers who have been caught prescribing without what is accepted to be a professional relationship have usually been disciplined by their own state boards. In both circumstances...the fines and discipline have been severe. However, it is more common than you might expect that a prescriber sends an electronic rx to an online or mail order pharmacy in a state neither the prescriber nor patient are in & that rx is processed like any other - it is just mailed rather than picked up. If you were thinking to try to prescribe without a license or become a faceless prescriber sending rxs for Viagra or Cialis....don't even think about it!
