The other post about records reminded me of a question I've had for a while that I'd like sdn1977's help with, or anyone else that wants to contribute:

A 15 yr old has the right to birth control without parent's consent (and I believe STD & mental health treatments as well?). Most other medical treatments require parent's consent. Suppose this girl fills her BC at a pharmacy where her records go back since she was a small child so would include other meds that the parents are aware of. Now the parent comes in wanting their daughter's records. Giving the BC info without the girl's consent violates HIPAA, but the parent has the right to see the records of other meds dispensed. How is this handled? Are separate records kept?
 
You would have to exclude the BCPs from the report.

Do programs usually have the option to omit portions of records when printing them out?
 
Well....since you asked me...so much depends upon what the situation was with the pt herself & what notes are put in the pts records. In my circumstance, most under 18 pts who seek bc or ec & who want to keep their usage private do not do so on their parent's insurance. In CA - ALL contraceptive coverage, including ec is included on a separate medicaid insurance which these women usually utilize when they seek medical care from myself or from Planned Parenthood. No medical provider in my area will accept Medicaid. Many of these young women don't want to have their information be sent to their parent's insurance, so they choose Medicaid or pay privately.

So...when the parents ask for a print out of the pts information, I include only those items which were covered by the parents insurance. I also make it a habit to look specifically in the notes section of my program which will highlight me to areas specifically excluded by the pt. When printing the info, I also have the option of choosing the day & amt which was charged with no specific information - rx #, drug, dose, etc...which I always choose when dealing with adolescents.

However....I could probably get into some trouble because altho the pt can obtain these services privately, she may not necessarily be protected by the privacy rules unless she specifically excludes something which these young people are not aware of.

I've never had a parent ask for more specific information. And....all things change at 18. I absolutely require a specific phone call from the child which pisses parents off endlessly 😀 ! (& I say that as a parent myself 😉 )

Yes - a computer program can sort as many ways as you have fields to sort from. It all depends upon how much flexibility your corporation has chosen to buy! Mine, fortunately, lets me sort as much as I want.

This circumstance comes up more with spouses & grown children of the elderly than with adolescents in my practice.
