How can IPGs make up such a significant proportion of pharmacists in Canada? How high is it gonna go to in 2016 and beyond????

This won't get better anytime soon, unfortunately.
Go for a walk in one of the community colleges in Ontario. You're bound to see a South Asian student walking around with a large PEBC book.
The only major roadblock to obtaining a license in Canada is the OSCE exam where their fluency in English is tested. If you're gonna pursue it, prepare to work outside of GTA if you wanna make a good living.
